Protection of whistleblowers: international research at the University of Lodz

Protection of whistleblowers in their workplaces in the Visegrad Group countries, France and Slovenia – that is the subject of research of the Visegrad WhistlePro Grant, which is coordinated by dr hab. Dagmara Skupień, prof UL from the Faculty of Law and Administration. The results of the research have just been published in open access in the form of a monograph.

The research was conducted by an international team of legal experts representing universities from the Visegrad Group countries, France and Slovenia with the participation of representatives of numerous academic centres, public institutions, social partners, civic organizations, businesses and legal practitioners.

The research concerned matters of universal importance such as freedom of expression relative to whistleblowing, the personal and material scope of whistleblowing in the context of the EU Directive on the Protection of Whistleblowers (2019/1937), protection of whistleblowers from reprisals, or the proper design of internal and external whistleblowing channels. The research results present the legal situation in the field of protection of whistleblowers in the Visegrad Group countries, France and Slovenia, as well as present recommendations for changes in the respective countries. The monograph culminates with a summary of proposals for the improvement of the legal situation of persons disclosing breaches of law in the work-related context, concerning all countries surveyed under the WhistlePro Grant.

Prof. Dagmara Skupień says:

We very much hope that the project will contribute to improving the legal framework for whistleblowing and to strengthening the protection of whistleblowers against negative consequences in the Visegrad Group countries as well as in other EU countries.

Given its topicality and in-depth analysis of legal problems related to adequate whistleblower protection, the book may be of interest to academics, practitioners, social partners, non-governmental organisations (NGOs) and policy makers in the process of the EU Whistleblower Protection Directive transposition in Member States.

Proposals for changes in the protection of whistleblowers in the Visegrad Group countries, France and Slovenia can be also found in Polish and in the languages of the countries included in the research as part of the WhistlePro grant – in the monograph of the co-authorship of prof. Zbigniew Hajn and dr hab. Dagmara Skupień.

The monograph was written under the Visegrad Grant entitled “Workplace Whistleblower Protection in the V4 Countries, France and Slovenia” – WhistlePro (2020–2021), financed from the International Visegrad Fund. The research was coordinated by the University of Lodz, Faculty of Law and Administration in cooperation with Charles University in Prague, Karoli Gaspar University of the Reformed Church in Hungary, University of Maribor, University of Tours and Trnava University.. 

Results of the WhistlePro research  are also available on the YouTube channel of the University of Lodz.
