Habilitations

The present sub-page is a description of the New Mode of the procedure leading to the conferment of the academic degree of doktor habilitowany (habilitated doctor), later called “habilitation procedure”. The mode has been in force since 2011 and has been the only valid mode since autumn 2013.

Pursuant to Article 12, section 1, of the Regulation of the Minister of Science and Higher Education of 22 September 2011 on the detailed mode and conditions of procedures leading to the conferment of the academic degree of doktor (doctor), doktor habilitowany (habilitated doctor), and academic title of profesor (professor) (Polish title of the Regulation: Rozporządzenie Ministra Nauki i Szkolnictwa Wyższego z dnia 22 września 2011 r. w sprawie szczegółowego trybu i warunków przeprowadzania czynności w przewodach doktorskich, w postępowaniu habilitacyjnym oraz w postępowaniu o nadanie tytułu profesora) (published in: Dziennik Ustaw 2011, No. 204, item 1200), a person applying for the conferment of the doktor habilitowany degree, later called “candidate” or “applicant”, shall submit to the Central Commission for the Academic Degrees and Titles (Polish name of the commission: Centralna Komisja do spraw Stopni i Tytułów) an application for initiating the habilitation procedure, in printed and electronic forms, indicating the organisational unit (which is usually a faculty) that the applicant has selected for conducting the habilitation procedure.

The habilitation procedure may be initiated in the case of a person who is a holder of the doktor degree and who has accomplished, after the conferment of the degree, scientific achievements that constitute a significant contribution to the advancement of a given scientific discipline and who is meaningfully engaged in scientific activity.

The following documents (in the form of separate attachments in printed and electronic forms) shall be enclosed to the application:

  1. Original (or copy certified by the organisational unit that will conduct the doctoral procedure) of a document confirming that the applicant is a holder of the academic degree of doktor;
  2. Vita Summary (Summary of Professional Accomplishments) describing the applicant’s total scientific accomplishments, and the scientific achievement (since obtaining the degree of doktor) that constitutes a significant contribution to the development of a given scientific discipline, which is specified in Article 16, section 2 of Act of 14 March 2003 on academic degrees and academic title and degrees and title in the arts (Polish title of the Act: Ustawa z dnia 14 marca 2003 r. o stopniach naukowych i tytule naukowym oraz o stopniach i tytule w zakresie sztuki) (published in: Dziennik Ustaw 2003, No. 65, item 595, as amended by subsequent legislation); the scientific achievement must be clearly distinguished in the Summary, and presented in the Polish and English languages. The achievement may be the whole or a major part of a published monograph, or a mono-thematic series of scientific papers;
  3. List, in the Polish and English languages, of all scientific publications or creative professional works produced by the applicant (in the case of publications in English their English titles must be specified), taking into account the provisions specified in the Regulation of the Minister of Science and Higher Education of 1 September 2011 on the criteria of assessing the accomplishments of a person applying for the conferment of the degree of habilitated doctor (Polish title of the Regulation: Rozporządzenie Ministra Nauki i Szkolnictwa Wyższego z dnia 1 wrzesień 2011 r. w sprawie kryteriów oceny osiągnięć osoby ubiegającej się o nadanie stopnia doktora habilitowanego) (published in: Dziennik Ustaw 2011, No. 196, item 1165). In the case of co-authored publications, both the descriptive and percental contribution of the applicant to the publication must be specified. The assessment of the application is based on the authorship or co-authorship of publications in scientific journals included in the Journal Citation Reports database and the authorship or co-authorship of monographs, and publications in international journals others than those included in the Journal Citation Reports database, authorship or co-authorship of collective publications, museum catalogues, documentations of research programs, and expertise reports. Also, obtained national and international patents and consumer and industrial patterns that have been protected and presented at national or international exhibitions or trade fairs are considered while making the assessment.
  4. Contact data (home address, telephone number, e-mail)  in the form of a separate attachment.

Other accomplishments considered in the habilitation procedure, and thus useful in the application, comprise the following:

  1. Total impact factor (IF) of all publications produced by the candidate, according to JCR values in the respective publication years;
  2. Number of citations according to the Web of Science database;
  3. Hirsch index of all publications produced by the candidate, according to the Web of Science database;
  4. Performing the function of Principal Investigator (Manager) of international or national research projects, or participation in such projects;
  5. International or national awards for scientific activity;
  6. Delivering presentations at international or national mono-thematic conferences.

Additional teaching, popularising, and international cooperation accomplishments that may also be considered in the habilitation procedure, and thus may be included in the application, comprise the following:

  1. Participation in European and other international or national scientific projects;
  2. Participation in international or national scientific conferences or participation in steering committees of such conferences;
  3. Granted awards and distinctions;
  4. Participation in scientific consortia and networks;
  5. Directing projects realized in cooperation with foreign and Polish centres, and also in cooperation with business;
  6. Membership of editorial boards and scientific committees of journals;
  7. Membership of international and national scientific organizations and societies;
  8. Achievements in teaching and popularising science;
  9. Scientific supervision of students;
  10.  Scientific supervision of doctoral students (as scientific supervisor, or subsidiary supervisor) – the titles of doctoral theses should be specified;
  11.  Externships/Internships at foreign and national academic and research centres;
  12.  Expertise reports or other elaborations for various institutions (public administration; self-governmental administration, public service institutions, business);
  13. Participation in expert teams and contest juries;
  14. Reviewing of international and national projects and publications submitted to international and national journals.

The electronic form of the application must be identical to the paper form, including the required signatures on the documents (each attachment must be signed on the last page by the applicant and the page scanned and combined with the rest of the attachment).

In case the scientific achievement is part of a collective publication, the candidate shall submit the declarations of all co-authors, each of which determines his/her contribution to the creation of the publication. No declaration shall be submitted in case of a co-author’s death or legally presumed death, or the co-author’s permanent disability that makes obtaining a declaration impossible.

Pursuant to the regulations of the Central Commission for the Academic Degrees and Titles the correspondence between the candidate and the Commission as regards the submitted application shall be conducted in the mode and pursuant to provisions specified in the Act of 14 June 1960 - the Code of Administrative Proceedings (Polish title of the Act: Ustawa z dnia 14 czerwca 1960 r. Kodeks postępowania administracyjnego) (published in: Dziennik Ustaw 1960, No. 30, item 168, as ammended by subsequent legislation).

English versions of a few governmental acts and regulations concerning the habilitation procedure and higher education institutions are accessible on the webpage of the Polish Ministry of Science and Higher Education, and elsewhere on the internet; note, however, that the versions available are usually not amended.
